What in the world do you think that marine animals breathe? It's air 
dissolved in water. They're certainly not getting oxygen by cracking 
water for it.

The "at surface pressure levels" part is nonsensical, but then, that 
isn't what he said.

Most fish have a swim bladder, which is typically filled with CO2 at 
ambient pressure. Bring deep swimmers up too fast, and they enjoy the 
sensation of their innards being forced out through their mouths by the 
expanding CO2.

Mammals don't have swim bladders, but have you never heard of the bends?

Gases are absorbed in body tissues and liquids; release the pressure 
over a short time, and gasses will come out of solution, causing all 
sorts of problems.

Whales, seals, and the like don't spend enough time down to see the 
problem, but something living deep for extended periods, getting oxygen 
out of the water, might.

Well, maybe in a bad movie.
