He DID! The movie EXPLICITLY have the military clear the civilians out 
because if they couldn't make any progress by 6 AM they were gonna bomb
the 
thing back to the stone age. We saw some of the bombing when the
helicopter 
took off.

At least criticize JJ for what he actually did (overlook).
