That would make sense if we assume the mist were a relatively local
phenomenon.  Maybe the SUV didn't have much gas to begin with, and
it ran out of gas not far from the furthest extent of the mist.
Otherwise,
it would be hundreds of miles from the town to the nearest practical
refugee camp.

Now, maybe the military set up refugee camps within the mist itself,
or set up refugee camps that started off outside the mist but then got
engulfed.  Either way, it would seem to make more sense to set up
town survivors in a makeshift refugee camp in the more easily
defended clear zone, then to go shuttling them by convoy miles into
the mist.
