People have been predicting that kind of modular housing since the 
1950s. AFAIK, the idea more or less died with the oil crisis because 
it's not easy to have a modular house that does not leak heat like a
sieve.

I know the US are different in the way they build houses, but around 
here, you can expect that in something like 10 years, new houses will 
have to pass a mandatory blower door test. I don't see a modular house 
that will pass such a test without prohibitively expensive reworking of 
the outer skin.
