My gut feeling is that it would be of insufficient use to deserve a
name. Diamond felt?
AIUI, the strength of diamond and of buckytubes derives from the
combination of each atom wanting to form strong bonds in sufficiently
various directions, combined with the symmetry and near-perfection of
the lattice.
In a "welded tangle", only the former would apply.
Moreover, can one weld using only a material with a sharp melting-point?
One might be able to raise it almost to melting (at over 100 bar,
remember), with interfaces forming by the diffusion of over-excited
atoms. But the thermodynamically-stable form of carbon, at reasonable
pressures, is I think graphite.
Remember, one never hears of jewellers making big diamonds by welding
together smaller ones.
