I think the first thing is to determine how extensive the effect is.

If it is global, then the entire internet would be affected.  If it is
local (or national), then there will be alot of websites outside your
country that are still up an running and active.  You could reasonably
call for help (however, people may not be willing to enter the
affected area for fear of spreading the disease).  At minimum, you
could get advice about the situation.

If the entire internet is dormant, then it is a possible extinction of
the species event.

A possible tactic if it is an invasion would be to knock out all
international internet links from the target country.  Anyone who is
wakes up would see a dead internet and assume the worst, unless they
notice that it is servers in their home country that are the only ones
actually operating (even if dead).

In the worst case scenario, it would presumably be possible to keep a
(smallish) number of people alive even if they are sleeping.  However,
if there are no others awake, then the situation is pretty hopeless.

There are potential ... erm 'ethical questions' about taking the
necessary actions required to preserve the species.
