Assume its a job that requires 24h presence of somebody - you aren't 
about to leave until your replacement shows up.

As all your and your co-employeeys replacements go missing you'd realise 
that something strange goes on out there while you seem to be save.

Sure, it won't keep everybody out of trouble, but to many to call it a 
black out. You'd have lots of pockets of people in such harbors you'd 
could probably contact via internet, hopefully google already found the 
new "why everybody sleeps" sites :)
