Well, I don't think global coverage is the problem, for the reason I 
gave - half a dozen flying saucers in high orbit will have coverage of 
the whole surface.

I think the biggest problem is the required intensity. The brain isn't 
very sensitive to EM effects. In the experiments cited by the original 
poster, how intense did it have to be? Now what effect will that 
intensity have on other things? It wouldn't surprise me if the answer is 
"every non-EMP-hardened electrical device on the planet instantly 
fries". I'm open to correction though.

I'm not surprised. Every idea's been used before. The question is 
whether a given use of it is well done.
