It would be a factor of what time of day the effect hit. If it's
during the day, the people would leave without knowing anything is
wrong. If it's at night, there's probably only a skeleton staff, and
their first response to a crisis would be to go home to check on their
families.

There would always some that are accidentally protected, but it's a
very small percentage of the population.
