It could be a combination which produces the effect -- ultrasonic, EM,
and radiation from an unshielded unobtainium reactor. Protection from
any one makes it ineffective. That does not, however, substantially
increase the number of people unaffected.

I don't know, but the pictures I've seen shown unshielded
electromagnets attached to the skull of the 'patient' while people
stand nearby, apparently unaffected. 

Based on that, I think the intensity has to be fairly high, but not
knowing how to actually build a device to produce a desired affect
never stopped a writer from using it.
