There will always be some, just as there would be 'normal' accidents
that don't get cleared away because there are no tow truck drivers
available. 

But they would, indeed, be details, and not the norm.

I would say perhaps ten to twenty minutes for the next person to wake
up, but by that time, the first person would be in a different part of
the hospital. Even if the second followed the first, without thinking
the empty gurney means something, they'd go through the same progress
through the hospital and wouldn't catch up to them.

If the first person left the hospital within 30-45 minutes, that
should prevent them from meeting anyone else waking up.
