You have to factor dynamic loads in, making that idea fall apart.
The building only has only to carry the load of its own weight plus a 
bit of wind.
The creature also need to  with the stresses of acceleration, adding two 
bad aspects - not only are the loads about a magnitude higher, they are 
also not downwards but wildly variable vectors, adding shearing forces 
that need to be dealt with.
The concrete that takes the compression loads in a normal sky scrapers 
would crack at the first step as its strength is very anisotrophic.
