For a Giant Movie Monster that is satisfied with just standing around
and Not Falling Over, perhaps.  If it wants to actually go on any sort
of rampage, killing and destroying and terrifying and whatnot, he has
to deal with dynamic loads, and those tend to be rather higher than
static ones.  Especially the dynamic loads associated with walking,
running, and stomping gaits.

No thickness of steel that can plausibly be applied to a walking
skyscraperoid will withstand modern heavy ordnance.  And while there
is clearly at least one great story to be told about a Giant Movie
Monster that's dead meat the moment anyone thinks to call in an
airstrike, that's not the sort of thing most monster-movie producers
are looking for.

100,000 psi hydraulic systems?  Impressive.  I think you're going to
want something rather better than steel to make the hydraulic lines
out of.

Given Sufficiently Advanced Technology, we can probably make this sort
of thing work.  But really, at the cinematic level it's probably best
to just wave your hands and say, "Magic!".  And if you do need to
explain it, modern technology in walking-steel-and-hydraulic-skyscraper
form is not going to do the job.
