The filters react to certain criteria, like the sender trying to hide 
his identity by faking things.
But even should some filters be triggered the sending company would 
probably be white listed as legitimate bulk mail senders.

The first messages would be "our EM-sensitve equipment goes haywire, 
some new kind of hacking attempt?" going through all IT-related media.

There would still be the coincidence of something going on with the EM 
and the sleep syndrome, occams razor comes to play.
A disease would have to spread at unpreceded rates, poison would be fine 
to cause terror or panic, but covertly getting most of the people is 
difficult at best.
Natural disasters like vulcanos spewing out CO2 are to local and 
wouldn't cause a slightly stretched out onsetting on symptoms.
