If you set the story during the Cold War, perhaps (if you also think the 
  Soviet empire constitutes the whole rest of the world :)), not nowadays.

But I don't think the question will arise either way; I'm pretty sure 
generators big enough to create such an effect over the whole planet, if 
possible at all, will be (along with their power sources) naked-eye 
objects even in high orbit. Also the signal will be easily detectable, 
and reported as such, everywhere in the world. It'll be pretty obvious 
the little green men are doing it, even if a large percentage of the 
population may be asleep by the time it becomes clear what "it" is and 
what to do about it.
