That wouldn't necessarily be the case. Rather than a broad-spectrum
ultrahigh intensity blast, the EM might be a series of strong, but not
destructive, pulses in frequencies which cause resonances to build
within the brain.

Ah, but what about the people in soundproof rooms (protected from the
ultrasonic component of the attack) which are not shielded against EM.
The whole "it must be an EM attack" goes out the window.
