It depends on what they want. 

If they're here to harvest, rather than conquer and hold, their
primary concern is police, the National Guard, and having the roads
clear so they can move about quickly.

True, but what are they going to attack? What Captain is going to
order the shelling of an American city just because some aliens
landed?

Lousy. I lived on a farm for a year and a half, and the radio
reception there was better inside a sheet metal quonset.

Keeping it on longer than 36 hours might be counterproductive -- by
then everyone awake will have figured it out and be taking action to
wake up others.

If the aliens are harvesting, then they should hit about the 24 hour
mark and be gone by the time people start waking. They wouldn't want
to leave it on so long that so many people die that civilization
collapses because that would be salting the field. 

If they are here to conquer and hold, then they should probably wait a
little while beyond that -- the longer the people sleep, the less able
they are to fight.
