I think the "fear of discovery" is that the future will be different if 
people nowadays know that time travel is possible. Time travellers trying 
not to change their present is a pretty common SF trope.

Yeah. I mean, they can find 500 lottery numbers but can't tell that 
panhandling is okay? Heck, anyone who could find 500 lottery numbers could

probably even float this scenario as a hypothetical, say in a usenet 
group, and find out that going door-to-door probably wouldn't be very 
successful...
