The reasons are completely based on security concerns used in the

Not at all. The basis is the same: if your contact person comes under
suspicion, there is a possibility of capture and information they have
can be extracted.

The fear of discovery, as stated elsewhere in the thread, is in the
fact that in their experience, knowledge of future tech or events
leads to shifts in world power and accelerates the onset of the wars.
