One thing to consider is that a planet close enough to
a white dwarf to be in the liquid water zone will have an orbital
velocity around its primary that is in excess of 100 km/s (I get
about 130 km/s for Sirius B, for example). That means getting to
and from the planet will be somewhat costly in terms of delta
vee and that impactors will have more energy per kg than on 
Earth.
