Hard to say without knowing exactly what threat we are trying to
defend against or what even we are trying to prevent.

Doubly so since preventing some things (like the discovery of nuclear
fission (leading to nuclear weapons) or the discovery of genetic
engineering (leading to superbugs)) are essentially impossible to
prevent.  The best you can do is to introduce countermeasures.
