Given the stupendous volume of space involved, I can't imagine
any more cost effective method of making the Van Allen Belts
any more unfriendly than mass producing guided missiles or
other weapon systems to attack the invaders directly.

Dumb unguided obstacles of any sort can only be effective if
there's a sufficiently small bottleneck involved.  Of course,
"sufficiently small" is also a "how high is up" question.
