Location and population distribution are irrelevant criteria, because 
these days, viability as a capital is not dependent upon economic 
strength or how long people take to reach it on foot anymore. 
Infrastructure would be very im****tant, but you just explicitly told us 
to leave economic consideration aside, did I get that right?

In case infrastructure is allowed to matter, large international 
aviation hubs come to mind. London, Dubai or Singa****e wouldn't be bad 
choices.

Anyhow, any realistic world state will probably have several capital 
cities with different functions, like the UN or EU.
