Well, this is _somewhat_ risky, since people sometimes do stupid things 
for short-sighted reasons.

IMO since the goal is to do the same rescue routine on many, many 
near-identical worlds, a better approach might be to create some kind of 
standardized packages of information about the impending catastrophe and 
how to avoid it (along with enough other useful and testable 
future-knowledge to convince people it's for real) and then popping into 
each universe just long enough to mail it out to the right people. The 
packages can be mass-produced complete with postage and all the agent 
would have to do in each universe is stick it in a mailbox. Missions 
could take a matter of minutes.

Indeed. By the time the CIA becomes convinced that this apparent loonie 
is really a time traveler he'll have had time to get the word out to 
lots of other people as well.
