    I have to confess that I find this utopian situation difficult 
to visualize.  But for a somewhat sub-utopian world state, the 
choice of capital could become very im****tant indeed.  I rather 
suspect there would actually be pressure to put the capital in 
an out-of-the-way spot, so that no major country was in a 
position to dominate it.  Of course, a _really_ out-of-the-way 
spot (Desolation Island? St. Helena?) might be pretty impractical.
    The next-best thing might be to choose a smaller country 
in a region full of smaller countries.  If this is a future in 
which Africa has succeeded in developing economically, somewhere 
in eastern or southern Africa makes sense to me.
