What if the planet does not spin at all?

Venus does not rotate quickly. But neither is Venus tidally locked to
Sun. The rotation period is 243 days, retrograde.

If Venus hardly rotated at all, with the rotation period with respect
to distant stars and Foucault pendulum inertial reference frame
measured in many years, then the day and night sides would undergo
slow progressive movement with orbital revolutions.

Would atmosphere rotate in absence of Coriolis force?
