That's the point - it doesn't make a whole lot of sense to choose an
eastward launch over a westward one.  It did back in the stone ages
when rocket performance was abysmally low.

It doesn't make any sense to choose an eastward launch over a westward
one - the performance hit on a modern booster is simply a nonissue.
