Since I don't see why it couldn't be done, it was a rhetorical
question.

In Canada and the US our representatives already commute back and
forth between the capitals and their far-flung home ridings, as well
as overseas for various summits. So instead of flying from Point A to
Point B, they'd fly to C, D, E or F. Purpose-built structures wouldn't
be necessary either -- most major cities have stadiums, opera/symphony
halls, etc, which aren't always in use.
