Sure.  But if you're arranging your mass in a plate, you have less
trouble with tides, so you may conceivably get away with less mass.
Possibly.  Harder to figure, and would depend on just how you plan to
stabilize and accelerate an array of black holes; problems with are
potentiallyless... problematic for a single black hole.
