If X-rays are troublesome, perhaps you could use a Nicoll-Dyson laser 
instead. IIRC, a phased array of visible-light emitters 2 AU in diameter 
can focus their beam on an Earth-sized target from intergalactic range, 
so I imagine they could do something much smaller close up.
