Keep in mind that this guy's claims are controversial; he's claiming
to have eliminated the evidence for dark energy by taking account of
inhomogeneities, and while he's using 100% standard GR, other
cosmologists still disagree with his conclusions.

Personally I think it would be wonderful if he was right, but I'm just
pointing out that there's no consensus among cosmologists about the
~18 billion years.
