Sounds like it's really "delay Constellation for five years."
Which means "scrap everything done so far and start from zero
five years from now, maybe."  None of the engineers working on
it now would be there five years from now.

OK. I don't think Constellation is anything like the optimum
course for manned space flight. It is, however, the *only*
thing NASA has currently in the works to carry people
into space. As it is, assuming Constellation is right on
schedule, there's going to be years of gap where the only
way for people to get into space is via Russia. That Just
Ain't Right.

I think my preference would be for Congress to establish a
really massive prize fund and let Scaled Composites or XCOR
or Armadillo Aerospace show us what they can do. That seems
unlikely to happen.  The last politician who seemed to listen
to that proposal with any interest was Dan Quayle.
