I'm figuring it's fairly close. If the character isn't paying
attention (though it's the sort of thing that should mostly maintain
itself) it'd probably start shrinking back towards the skin. 

The resistance from anything being carried getting squashed should be
a wakeup call.

I figure it started out as a "forcefield" that provided streamlining
in high speed flight, (and before that was skin conformant as a
protection against insects and raindrops).

Yes, I have mostly plotted out the way the abilities first manifest
and how they (very conveniently) develop.
