I don't think one can build a dome over even a medium city with
current technology.

I don't want to heat just a few things.  I want overall warmth.  The
goal is for people to go outside and feel less cold, while at the same
time have all the plants, animals, and lawns feel warmer.  Suppose we
have LOTS of energy; how do we achieve that  goal?
