For what amounted to a few hours a couple of weeks ago it appeared that
they
were.  I read a re****t in the morning that their funding was scheduled to
be
cut off, until somebody with half a brain said "What the hell are you guys
thinking!" and quickly new re****ts came out later that afternoon that
funding had been returned to the budget.
