Ah, I see my error. I thought this was the "collapsing the false vacuum"
or other such catastrophe. Then, this is the chance that black holes
can both form contrary to expectation, and that they won't evaporate
contrary to expectation?
Presumably, strangelet production or similar exotic threats aren't an
issue, because they would quickly interact with normal matter? It'd have
to be a threat with a *very* small small interaction cross section with
normal matter.
