Looks that way. If I assume a capture radius of 4*G*m/c^2, an initial mass
of
1000 amu, with an initial velocity of 10 km/s (ca. Earth escape veocity),
and I put the hole in a medium of density 8 t/m^3 (something like Earth's
core), I get that it grows exponentially with a time constant of about
10^(68) sec. (Yes, over 10^60 years.)
