If the quantum black hole were generated by a UHECR, it would be quite a 
bit larger than anything manufactured by the LHC.  There would be 
several orders of magnitude more available energy.

I thought of that, but it's not obvious to me that a black hole could 
exhibit electrical charge.  EM interactions are mediated by photons, and 
photons don't make it out of a black hole.
