Simple EM attraction/repulsion is mediated by virtual photons,
which can make it anywhere they need to (more or less).
In any event, yes, black holes are thought to have charge.
You can, of course, suppose they don't, since we're already
assuming they don't evaporate with Hawking radiation, and they
are created at far lower energies than expected. Pretty much
you can assume any properties you want, I suppose. Shrug.
