No. If there were only one or two mutants, this could work. But if
there were hundreds of mutants, some of them would not stay bribed.
They would have compassion for the victims of the evil overlord, and
secretly use their abilities against him.

So, if the powers of mutants are sufficient to overthrow the evil
overlord, his first step would be to stir up hatred of mutants among
the general population. He could do this secretly, so that the mutants
would be more likely to side with him, or he could use this to
exterminate the mutants totally.
