Of course, the bigger the hab you build, the easier for the spacecops
to notice moving it, and considering it im****tant.  If you move the
peices to the moon in small enough packages and assemble in place, you
reduce the chances of soembody mistaking it for something hostile.
They might well still notice, but might not react as badly.

But even if you carry it in peices, it might well be worth it to practice
assembly and test airtightness on earth first, til you get the design
right.
Need to be careful your practice assembly isn't counting on the presense
of air and such, but still.
