This means that the zone needs to be totally isolated.  In which case,
if you're born in the zone, you'll never have contact with anyone
outside it and vice-versa.  In fact it's debatable to what extent you
could think of them being in the same universe.

Obviously you can't even look at tidal effects, since that would be
comparing objects within the zone to the Sun and Moon outside it, and
you've stipulated that such a thing can't be done.

So no, I don't see any way to compare time rates between universes
that are totally isolated.  I don't even know in what sense a relative
time rate is even meaningful in such a context.
