How is the concept of "instant" meaningful when talking about time
travel?

Oh see, you're making up rules again.  What if history doesn't change
until there's no chance that it can't be changed back?  What if
historical changes take "time" to propagate forward?  What if being
close to the time machine protects you from historical changes? What
if you have the same time to send someone else back that it takes the
terminator to actually change history before the change happens? What
if what really happened was Connor's role in the resistance was taken
by some other guy who sent Reese back but Reese going back changed
history again so Reese now remembered it as being Connor who had sent
him back?  And above all, what if it is impossible to change history
in the first place so everyone's actions are predestined and their
consciousnesses are just along for the ride?
