Unfortunately, Lex is turning into little more than a mustache-twirling
(if he had a mustache of course) villain who is bad for the sake of
being bad. He really doesn't seem to have a good justification for what
he does anymore and all weak attempts to humanize him have failed.
I think he's just bored with the role.
