Re: Human aliens in another galaxy:  Life in both galaxies was seeded
by the same ancient race.  Those in Pegasus even go so far as to call
them "The Ancestors".  Technology:  Just as the Gou'uld here kept the
general tech level down among the "slave populations" to prevent
successful uprisings, so too do the Wraith over there to prevent the
"feed populations" from fighting back.  The Genii were the only ones
over there to get smart enough to hide their tech.

The language thing, though... it was either ignore the language issue
by just having everyone speak the same language, waste time in EVERY
EPISODE learning a new language, or have a magic-tech universal
translator that works instantaneously on hearing a new strange
language.  They opted to just ignore the whole thing.
