There's no particular evidence that your plain old average Buffyverse
witch
could do that. Tara was amazed and impressed when Willow created the
little
light globe.  Amy was a whiz on transformations, but couldnt' do the
reality warp and dimensional spells that Willow could.  We're explicitly
told that Willow isn't just a witch, but the most powerful witch around

None of the other witches did either (that coven in England was like the
herd of sheep training Lambert, and from what Giles and Willow said, was
very aware of that),  As I said, that she was a witch wasn't the problem,
it was the level of power, far greater than other witches we saw, that
made
it a problem.
