Paramount doesn't greenlight scripts; they greenlight schedules.  If the 
script is ready or not doesn't matter.  It does become a problem if 
there's a writer's strike however.

Exception:  Generations.  Nimoy told them he'd do the film but he'd have 
to fix the script.  They told him they were committed to the script as 
is.  So they lost Spock and McCoy, and gave their no-longer-making-sense 
lines to Scotty and Chekov.

A friend points out that this actually works in Generations favor.  
Spock and McCoy wouldn't have just accepted Kirk was dead and gone about 
their lives -- they'd have gone and got him out.
