Of course, Verizon is replacing their entire copper system with fiber, I 
was in much the same situation for a long time, when it rained, I lost 
all phone service because they wouldn't replace the copper.  But if you 
don't have a phone, you can't have dial-up either.  As time goes on, the 
entire Verizon system is going to be replaced and FiOS is a hell of a 
lot faster than cable.
