Wikipedia has the whole story, and this is the kind of pointless minutia

Jon Peters may have been out of his freaking mind (little doubt there if
Kevin Smith isn't simply spinning a hilarious story), but it looks like
the
Fortress of Solutide has been at both poles and in places between at
various times over the history of the comic book. From what I can tell
(the
whole infinite crisis thing gives me headaches) the current fortress is in
the Andes Mountains, with Superman planning to relocate it to the Arctic 
again at some point. 

The North Pole itself would be a poor location - there's currently no ice
there. *
