He's not.  Robert Conrad tells similar stories about being approached to 
cameo in VILE VILE MESS.  Where the giant spider ended up.

Right, but Peters was making a continuation of the Reeves series, where 
the Fortress was at the North Pole, and wanted to relocate it to the 
South Pole, where it would be guarded by giant polar bears that would 
attack Superman for no reason he could ever explain to a writer, but 
just because he wanted to see Superman fight his giant polar bear 
friends.

Actually the Fortress can't ever have been at the North Pole; it was 
simply in the Arctic.  The giant key was disguised as a directional 
arrow to guide airplanes that might be confused by magnetic north.  That 
pretty much wouldn't work if the Fortress was at the pole proper.  ;)
